Yep I am with Pete.  Put some 2 cycle mix down the carb hold the throttle wide open and pull the rope until it tries to fire off.   
If it does that means the Spark is good and compression is good.    Then time to look at the carb.   
Make sure you have the gaskets and diaphragms in the correct order and then like Jacks54 mentioned check the impulse and make sure it is ok.   
I would also check the intake boot and any other air leaks.
PP 505, 475, 445.
