I guess I'll start from the beginning.

First of all the mechanic decided not to check it all over as he didn't know how much I wanted to spend and there was a parts availability question.

The fuel tank filter screen has  little grit  in it but wasn't plugged. It has a foam filter.
The compression on first pull was 90 and topped out at 135#
Yes, it runs, that why I said it wouldn't idle or develop power when cutting.
The right crank seal was clean so I'll assume it is good for know.
Does the flyweight nut come off clockwise or CC to check crank seal oil pump side seal?
The piston has some scoring but not bad. I've seen lots worse.
This forum won't take my picture size. I tried to do it a few times but no luck. Anyhow it runs.
I don't know how to do a vacuum test.
