Did it come that way?  Just curious.  All of the 028 WBs that I have seen came out with points, but does the cover include the AV as well?  So you have already been into the flywheel side which is why you re looking to the pto side now?

I mean, there are so many variables and steps that you are skipping, you have  30 plus year old saw....

The one thing that happens to all of these saws is that the foam insert starts degrading and breaking up and invades the carb body, and collects a lot in the inlet screen, like a cute wad of snuff, and most folks pluck out that screen/snuff and throw it away,
and on the other side, replace everything that is left in the kit, and call it a complete carb overhaul.

Also, the fuel line might look fine, but if you go to try and remove the fuel filter, the fuel line pinches/oozes together and sticks
because that old fuel line has turned to goo.
The old impulse line might look fine, bit over 30 years it is hard and brittle, and doesn't seal like it did 30 some odd years ago...

But if you were chasing an air leak, doing it correctly is not too hard....

It is a 28AV (wood Boss) sorry about the confusion. It has a new carb kit and fuel line. I don't know about the impulse line. Mainly going by what a mechanic said after he went through the carb.  Bob

Sorry to be abraisive, but you seem to rely a lot of the opinion of the guy that "didn't" fix your saw..  And has shown you the yellow brick road.

And sad to say that most "mechanics" do not rebuild a carb properly.  Ask him about the filter insert, you will get a confused look.

pics of piston through the exhaust port would help get started.
here are first three steps in diagnosing a chainsaw.
1. check spark
2. check compression
3. pull muffler and look at P&C
lets start with a yes or no for #1
hopefully a 130 or higher number for #2
and no scoring for #3

with proper tools those 3 things can be checked in less than 5 minutes on most saws and give a good indication of where to go next

I guess I'll start from the beginning.

First of all the mechanic decided not to check it all over as he didn't know how much I wanted to spend and there was a parts availability question.

The fuel tank filter screen has  little grit  in it but wasn't plugged. It has a foam filter.
The compression on first pull was 90 and topped out at 135#
Yes, it runs, that why I said it wouldn't idle or develop power when cutting.
The right crank seal was clean so I'll assume it is good for know.
Does the flyweight nut come off clockwise or CC to check crank seal oil pump side seal?
The piston has some scoring but not bad. I've seen lots worse.
This forum won't take my picture size. I tried to do it a few times but no luck. Anyhow it runs.
I don't know how to do a vacuum test.
