Chainsaw compression lock problem

My Stihl MS310 has started to build up resistance when I try to pull the starter rope. I can pull the rope about half way and it will kick back as if it has an almost complete compression lock. I've experienced this before in cold weather, but it worked ok later. I'm thinking that maybe it has an exhaust or carb problem. Has anyone else experieced this type of problem ?

Checked timing?

Pulled muffler and checked for carbon build up?
