Just WAG here. Take the plug out and pull over and over to unflood. Put good dry plug in. Use squirt bottle like squirt oiler bottle and squirt some mix through carb into cylinder area with throttle trigger pulled. Now make sure you on/off switch is working before hand and try and start or get it to fire off.

I'm thinking maybe carb kit is installed in wrong order or fulcrum setting wrong or something to that.

I sent a 036 back out the other day with a guy with 120psi and it needs re-ringed or piston kit but it is still cutting good with a carb tuned up.
