I'll bet that thing has an inertia starter on it .Remember way back they made lawn mowers you wind up ,clip the handle over and a wound up spring turned the engine over .

They worked great until the starter fell apart .Then about the only way you could get it started is with a drill motor and a deep socket on the nut .
