i can just about suck through from the wider (non pipe attached) side but cannot blow, however i have tried starting the saw with the vent and pipe off too and that didnt work so surely that rules out the tank vent as the issue?

Pull the muffler and check the piston if you have not already done so. Service life in a cut off saw is usually short unless the operator is religious about filter maintenance.

had one awhile back that would only run for 10 seconds or so at a time then pull it 6-8 times and it would fire and run for again 10 seconds. pto side bearing was gone. rebuilt the bottom end and ran perfect without touching the fuel system.
