Yes you need to replace that fuel line.   If it is sucking air at all through that fuel line it will starve for gas and will make it very difficult to start.   Also try adjusting the high and low needle jets on the carb.   Low for when it is at idle and high for wide open throttle.   CCW will richen the fuel mixture on the jets.
