Some of the casual people with a chainsaw (not what I would call a chainsaw hobbyist) have no concept of how to sharpen a chain or what that little piece of metal sticking up in front of the cutter does?
A friend with a nice Stihl 025 had bought a new Stihl 16" RS chain because he had the original Stihl RM2 chain sharpened a couple times at the Gravely dealer and it just didn't cut like it used to. The chain teeth appeared to be at the half life point?
I spent a hour Sharpening the cutters with a plate guide type round file and to set the rakers and take down the kick back wings over at his house. He was happy and didn't use his new chain.

Calling them Dull would be putting it nicely Jim. ;) Yep powder like caked in. :o

They been cutting with them dull or the rakers too high.
The chains were making powder instead of chips

Sharpening chains you get in or do for yourself. Just good ole work chains round files or put on the grinder.
I have been getting some dandy's in lately. The cutters are filled with real fine dust fines just packed in on every cutter. I swear it looks like dirt packed in on ditch witch.
