What are the correct tools for this job. There seem to be many but what works best?

There's a lot of methods .Probabley the oldest and still works is to grind the rivet head off and use a very thin chisel or screwdriver to pop the tie strap off .
Set your new preset and tie strap by peening the rivet head .Don't get in a hurry and thump it like you're driving a railroad spike with a track hammer now .Just steady blows well placed .If you do it right you'll have a hard time telling it from a spun rivet .
