Do the adjusting screws have springs under them?   Also the carbs that come on the 670 should be easy to find on ebay if you do not mind a used carb.   I can look and see what is on my 670's that I have tomorrow. 
 Maybe the threads are worn for the needle jets and they are leaking air.  Just thinking out loud.
