Make sure the switch is grounded to the saw case. Check that with an Ohm meter.

The switch can be tested with an Ohm meter as well. With the switch in the saw making sure the switch is grounded to the saw case, not just the handle; attach the positive or negative lead on the meter to the spade connector on the switch and the other lead on the meter to ground. With the switch on the resistance should be infinite. Switch off, resistance should be zero.
It sounds like the switch is bad or it's not grounded to the saw case.

Remember that the top handle which holds the on/off switch is electrically insulated from the saw case by the anti vibe mounts. There should be a ground wire from one of the reed block to case bolts that is also attached to the top handle. If that is not present the switch won't work.
