The 4000 already has a better flowing muffler.  It has an additional outlet that we often emulate when modding 3400/3700/3800 mufflers.  You can enlarge the holes in the center support/diffuser (and add a few) for a bit more flow.  Not much improvement needed in the 4000 muffler unless you port the cylinder and improve flow on the intake side.

Does your 4000 have the standard 3400 muffler? 

Mine came with a non-ported 3400 style.  Original owner attested to it as OEM.  Tim noted his recent 4000 did not have the typical side port IIRC.  Coincidence?  Factory surplus perhaps?

Just curious if this may have been a domestic thing with this model for a period of time?

Must be a Canadian thing.  Up north we get the fancy clutch covers.  Down south, the mufflers.  I've never seen a CTC, Craftsman or other Canadian rebrand without the brake.

My 4000 seems to have the same muffler as my 3400 ie no additional exhaust port.
