028 carb issues

Howdy I have a tillitston HU 40 and I just installed a complete carb kit in it.
my question is what is the level that the metering arm should be?
Plus this 028 has points and cond and it is getting spark but looks weak.
The last one I worked on I just changed out the electronics and installed a 029 coil and that worked great.
I'm wondering if a coil off a 440 mag would interchange? It looks the same size and the 440 flywheel has the same polarity. ???

The metering lever should be be level with the lower recessed area. Not with the gasket mating area.  The ignition module from a 440 mag should work for what you are looking for. The 029 and 440 share the same coil. Part # 0000 400 1300. The coil for an 460 and 660 are the same but won't work on the others for timing reasons. That part # 1122 400 1314.
