I send them a email or PM when I see them listed.

I got banned from Ebay about 10 years ago for calling a guy out for being fraudulent. I eventually got back on. The creep complained to Ebay that I was harassing him.

If you complain, you need to complain to Ebay themselves and not to the seller?
