I wanted to follow-up and provide everyone an update and belated thank you for all of the assistance.  After much troubleshooting and trips to various repair shops looking for HDA-268A carbs for parts, I ended up buying a new carb from online retailer sawagain - they had both the best price for the item and shipping - totaled $94 delivered and they provided fast shipping.

To recap -
Purchased off of CL for $150, saw would run with ether sprayed in carb, but only till ether burned off
Once home, further inspection revealed a poor attempt at repairing the saw (this after the seller told he hadn't gotten into repairing the saw)
Bad ring, base gasket in pieces, multiple missing parts, screws/bolts, etc
Once parts received and installed, I was able to get the saw running, but poorly
Suggestions from the forum had me check crankcase pressure and vacuum, spark, compression and fuel delivery
All checked good except fuel delivery, could not get consistent delivery out of carb
Cleaned and rebuilt carb
Several tests of the carb from the CS-600P SM provided here (Thanks again Ray) as well as Walbro manuals found online resulted in inconsistent results leading me to decide the carb was shot 

In the end I have $300 in the saw and it runs like a champ.  New Carlton chain from Baileys and it pulls through wood.  Very happy with the result and I learned a heck of a lot more about 2 stroke engines, added a few more tools to the toolbox for future use and to be a bit more wary about CL buying.
