Probably a real effective way to overcome the adjusting tool situation is to use some simple improvision like a blue (Butt Splice) to get the screws out then cut a slot in the screws with a Dremel cut off wheel.

If it is a situation like the screws on a Husqvarna 372XT that have a push back sleeve, you can solder a short piece of brass K&S  brass tubing over a regular shirt pocket screw driver tip?

I've been working on this old Dolmar 112.  The High and Low adjustments were straight-tipped screws on springs.  That part of the job was a dream.  No limiters.  No funny-shaped screws.  Old School. 

Man, I wish they had never gotten away from that.

Some of those old style cylinders were great running compared with today's emission cylinders.
