The general practice is to make the counterweights be the total of the weight of the crankshaft end of the rod and half the weight of the piston, ring(s), circlip(s), wristpin, and small end of the connecting rod.

On a single cylinder engine, balance is always a compromise so dynamic balancing is sometimes used to reduce the vibration.
