can anyone tell me if a lose  impulse hose will make the saw idle all over the place from 1800-2400rpm, wot throttle is good stays at 13200

More likely a metering valve diaphragm in the carb

Surging idle usually indicates an air leak. Could be impulse hose, intake boot, seals, base gasket, etc. The easiest way to pinpoint the leak is by doing a Vac/Pressure test.
