Wouldn't run on prime if the needle is stuck, if you don't mean priming by giving a shot on the air filter. Think the pump membrane has gone bad or you got the impulse channel clogged or leaking. Membranes often go simultaneously with the fuel lines.

By me saying prime. I was using my squirt bottle to spray mix straight through the carb through the  intake and into cylinder.  It would run till mix was used up. So bypassing carb really.
